SO, AS NOTED LAST WEEK AT OUR WORK SESSION, FIRE STATION TWO HAS NEEDED SIGNIFICANT REPAIRS OVER THE YEARS. ORIGINALLY AS A BUS GARAGE. OUR FIREFIGHTERS HAVE FACED SEVERAL ISSUES THERE AS FAR AS WATER, MOLD AND OTHER ISSUES. I DID RAISE CONCERN LAST WEEK AT THE WORK SESSION ABOUT THE LARGE AMOUNT OF MONEY THAT IT'S GOING TO TAKE TO DO THESE REPAIRS, AND ALSO ASKED THEM IF IT'S GOING TO BE USED AS A FIRE [00:05:04] STATION OR SOMETHING ELSE IN THE FUTURE, AND WE WOULD STILL NEED ANOTHER FIRE STATION IN THAT AREA. AND SO I ALSO WANTED TO ENSURE THAT THAT $6 MILLION WILL, ABOUT $6 MILLION, WOULD ALSO NOT TAKE AWAY FROM OR PROLONG THE TIME NEEDED TO INSURE THAT WE DO HAVE A WORKING FIRE STATION IN THAT AREA, OR IF A BUILD A NEW STATION NEEDS TO BE BUILT. I DO REMAIN COMMITTED, AS MANY OF MY COLLEAGUES HAVE ALSO STATED, TO ENSURING THAT OUR CITY EMPLOYEES, OUR PROFESSIONAL FIREFIGHTERS, HAVE ADEQUATE AND HEALTHY WORKING CONDITIONS AND THAT OUR CITY PUBLIC SAFETY BUILDINGS AND DEPARTMENTS ARE GROWING HOW QUICKLY OUR CITY GROWS. SO I'M THRILLED TO SEE THAT THIS IS ON FOR TONIGHT, AND I'M HAPPY TO HEAR THAT IT IS BACK IN OPERATION FOR NOW, AND LOOK FORWARD TO HEARING ABOUT HOW WE ARE GOING TO HAVE A STATION THAT'S ADEQUATE FOR FIRE SAFETY AND, UM, FOR THE SAFETY OF THE RESIDENTS THAT ARE SERVED IN THAT AREA AS WELL. STATION NUMBER TWO, THAT, UH, CITY DEPARTMENTS AND STAFF WERE ABLE TO COME TOGETHER AND FIND A WAY TO MAKE THE EXTENSIVE AND NECESSARY REPAIRS TO KEEP THIS A VIABLE AND RELIABLE FIRE STATION FOR THE SAFETY OF OUR RESIDENTS. WE DID SECURE $260,000 GRANT, WHICH IS GOING TO FUND THE MAJORITY OF THIS PROJECT, AND I ESPECIALLY LOVE THE CREATION OF A STEM AREA AS WELL AS UPGRADES IN TECHNOLOGY. COUNCILMAN MARTIN. THANK YOU. MAYOR. THIS IS THE FIRST TIME IN MY CAREER HERE, AND EVEN THE FIRST TIME IN MY MEMORY THAT WE HAVE AUTHORIZED AGREEMENT WITH ALL FOUR OF OUR UNIONS. AS YOU MENTIONED, MAYOR, THE CSEA, THE PROFESSIONAL FIREFIGHTERS, THE PBA AND THE TEAMSTERS. AND THESE AGREEMENTS BRING THE LARGE MAJORITY OF OUR HARDWORKING EMPLOYEES INTO CONTRACTS THAT ARE FAIR FOR THEM AND ALSO FAIR FOR THE CITY. BUT THESE CONTRACTS PERFORM ANOTHER VERY IMPORTANT FUNCTION, A VERY SIGNIFICANT PORTION OF OUR CITY BUDGET. OUR EMPLOYEE COSTS NOT ONLY WAGES, BUT ALSO BENEFITS AND THOSE ALL IMPORTANT PENSION PAYMENTS THAT RATTLE US EACH YEAR. THESE CONTRACTS PROVIDE BUDGET CERTAINTY FOR THE NEXT TWO FISCAL YEARS, AND THE BENEFITS OF THIS COST CERTAINTY CANNOT BE OVERSTATED IN PLANNING THESE FUTURE BUDGETS. SO I WAS VERY PROUD TO SUPPORT THESE FOUR AGREEMENTS TONIGHT. AND I, UH, AS I SAID, THESE ARE VERY FAIR CONTRACTS FOR BOTH [00:10:03] THE UNIONS AND FOR THE CITY. THANK YOU, THANK YOU. IT'S EXTRAORDINARILY IMPORTANT THAT AS A CITY, WE TAKE CARE OF THE HARD WORKING PEOPLE WHO THE PEOPLE WHO RISKED THEIR LIVES TO GO INTO BURNING BUILDINGS AND THE PUBLIC SERVANTS WHO PROTECT US EVERY DAY. IT'S ALSO EXTRAORDINARILY IMPORTANT THAT WE RATIONALLY PLAN OUT OUR FINANCES. AND AS COUNCIL MEMBER MARTIN SAYS, THE FACT THAT WE HAVE ALMOST ALL OF THE CITY UNIONS THAT WE'RE RATIFYING FOR CBA'S RIGHT NOW ON BOARD REALLY SPEAKS VERY WELL OF THE ADMINISTRATION FOR ADDRESSING THIS ISSUE. AND I'M VERY PLEASED THAT WE HAVE FOLKS LOCKED IN FOR A COUPLE OF YEARS ON DEALS THAT ARE FAIR TO EVERYONE INVOLVED. THANK YOU VERY MUCH, COUNCILMAN PEARSON. AND JUST TO MAKE SURE EVERYONE UNDERSTANDS THIS IS THE SANITATION WORKERS. UM, CSEA REPRESENTS EVERYBODY ELSE OTHER THAN POLICE AND FIRE AND SANITATION WORKERS AND THE PEOPLE THAT MAKE THE CITY GO. AND THIS CONTRACT WILL CONTINUE UNTIL JUNE 30TH OF 2028. SO I WANT TO EXPRESS MY APPRECIATION TO JOHN CALLAHAN, WHO WORKED VERY HARD TO GET THIS DONE. UM, IT IS IT IS, AS COUNCILMAN MARTIN POINTED OUT, IT'S AN EXCELLENT PART OF RUNNING A TIGHT BUDGET, WHICH IS WHAT THE CITY DOES. UM, AND BUT IT'S ALSO REMOVES SOME STRESS FROM EMPLOYEES WHO KNOW WHAT THEY'RE GOING TO HAVE AND THAT THEY'RE, UH, THAT THEIR CONTRACTS ARE GO OUT ANOTHER ANOTHER TWO YEARS. SO NICE WORK BY EVERYBODY. UH, ITEMS 35 THROUGH 37 AUTHORIZES A SECOND AMENDED SETTLEMENT OF THE FEDERAL LAWSUIT BROUGHT BY CONNECTICUT FUND FOR THE ENVIRONMENT, INCORPORATED UNDER THE CLEAN WATER ACT AGAINST THE CITY OF WHITE PLAINS, AND ADDS CHAPTER 778 TO THE WHITE PLAINS MUNICIPAL CODE WITH RESPECT TO SANITARY SEWER LATERALS, COUNCILMAN MARTIN. THANK YOU. MAYOR. UM, MY POINTS ON THIS ARE. I HAVE TO SAY THAT I RELUCTANTLY VOTED YES ON THIS ORDINANCE TONIGHT. UH, I WANT THE PUBLIC THAT'S LISTENING OUT THERE TO KNOW THAT THIS IS REALLY THE PRODUCT OF A SETTLEMENT, UH, AND A CONSENT ORDER AND LITIGATION BROUGHT AGAINST THE CITY AND MANY OTHER MUNICIPALITIES IN THE MAMARONECK SEWER DISTRICT BY THE CONNECTICUT FUND FOR THE ENVIRONMENT. THIS ORDINANCE WILL REQUIRE A PLUMBER'S CERTIFICATION THAT THE SEWER LINES FROM EVERYONE'S RESIDENCE COMPLY WITH NEW YORK STATE, WESTCHESTER COUNTY, AND WHITE PLAINS CODES EVERY TIME A PROPERTY IS TRANSFERRED FOR VALUE. UM, MEANING NOT A TRANSFER WITHIN A FAMILY FOR NO CONSIDERATION. AND IT HAS TO BE DONE AT LEAST ONCE EVERY TEN YEARS. WHITE PLAINS IS THE LARGEST MUNICIPALITY THAT I'M AWARE OF TO HAVE ADOPTED THIS SETTLEMENT. UH. UH, MAMARONECK AND RYE HAVE DONE SO. MAMARONECK HAS BEEN DOING IT FOR SEVERAL YEARS NOW. BUT IN MY OPINION THAT TO PUT THIS ON THE CITY OF WHITE PLAINS BY THE THIS, UH, THESE LITIGANTS, WHEN THE CITY IS VIRTUALLY IN COMPLIANCE WITH OUR STORMWATER RUNOFF GOALS, I THINK IS A BIT UNFAIR, BUT WE'RE IN A IN A TOUGH SPOT WITH THIS AND BASICALLY, UH, HAD TO PUT THIS FORWARD. THANK YOU. THANK YOU, COUNCILMAN MARTIN. UH, SO, SO, UH, OKAY. GET READY. I'M GOING TO TALK TO YOU ABOUT SEWERS. UH, SO, UM, THERE ARE TWO TYPES OF SEWERS SANITARY SEWERS AND STORMWATER SEWERS. IN SOME COMMUNITIES, THEY HAVE A COMBINED SYSTEM, WHICH IS I'LL SAY IT'S A PRIMITIVE WAY TO DO IT, WHERE ALL OF THE WATER GOES INTO ONE SYSTEM. THE PROBLEM IS THAT WHEN STORMWATER GETS INTO THE SANITARY SYSTEM, IT OVERLOADS, UH, SEWAGE TREATMENT PLANTS AND THEY DISCHARGE PARTIALLY TREATED SEWAGE BECAUSE THEY CAN'T TAKE ALL THE WATER. IT SHOULD BE THAT DURING THE HEAVIEST RAINSTORM, THE SANITARY SEWER SHOULD BE RUNNING AT THE SAME LEVEL BECAUSE THERE SHOULDN'T BE STORMWATER IN THERE. SO THE CITY OF WHITE PLAINS HAS TWO SYSTEMS, WELL DESIGNED SYSTEMS WHEN THEY WERE INSTALLED AND FOR SANITARY AND, AND FOR UH, FOR UH, STORM. AND SO OUR FOCUS HAS BEEN AND WE WE BEFORE ANY OF THIS LITIGATION EVERY YEAR WE'RE REALIGNING A CERTAIN AMOUNT OF OUR UNDERGROUND PIPES. MANY COMMUNITIES, IF YOU DON'T SEE IT, THEY'RE NOT WORKING ON IT BECAUSE THEY'RE THEY'RE BUSY TRYING TO JUST FIX THE THINGS THAT PEOPLE CAN SEE. AND THEN ONE DAY, WHAT YOU DON'T SEE, WHICH WE ALL DEPEND ON, COLLAPSES. THAT'S NOT THE WAY THE CITY HAS BEEN RUN FOR MANY, MANY, MANY YEARS BEFORE I GOT HERE, BEFORE ANYBODY HERE GOT HERE. AND AND WE'RE THAT'S A BENEFIT WE ALL RECEIVE. THAT'S WHY, AS COUNCILMAN MARTIN POINTED OUT, WE'RE BARELY OUT OF ATTAINMENT. SO WHAT WE'VE BEEN DOING IS SEALING MANHOLE COVERS AND AND DOING LINING. WE'VE DONE STUDIES AND DONE A LOT OF WORK OVER IN THE HIGHLANDS TO TO SEAL THINGS UP. AND BUT THE OTHER PART THAT COMES INTO THE PICTURE IS WHEN [00:15:01] YOU LIVE IN A HOUSE, THE WATER LINE THAT GOES TO THE HOUSE FROM THE STREET IS YOURS, AND THE LATERAL THAT LEAVES YOUR PROPERTY AND GOES TO THE SEWER IS YOURS. IF THAT LATERAL IS NOT IS IN BAD CONDITION AND IT'S AND WATER IS LEAKING THROUGH IT, YOU'RE ADDING ADDITIONAL WATER TO THE SYSTEM. AND THAT'S PART OF THE PROBLEMS THAT WE HAVE. UM, ALSO SOME PEOPLE HAVE A SUMP PUMP AND THEY STICK IT INTO THE SANITARY SYSTEM. SO IT'S TAKING STORMWATER AGAIN AND PUTTING IN THE SANITARY SYSTEM. AND WE SEE THOSE LEVELS RISE AND RISE IN CERTAIN AREAS. SO WE GO OUT AND DO SOMETHING CALLED A SMOKE TEST WHERE THEY PUT SMOKE ABOUT. WHEN I WAS 12, I WOULD HAVE BEEN VOLUNTEERED FOR THIS. THEY PUT SMOKE BOMBS INSIDE OF THE SEWER SYSTEM, AND THEN THEY LOOK FOR WHERE IT COMES OUT OF PEOPLE'S GUTTERS, BECAUSE A LOT OF THE LEADERS ARE CONNECTED. WHY WOULD PEOPLE DO THAT? WELL, BECAUSE THE SEWER LINE GOES ALL THE WAY UP TO THE HOUSE. THE STORMWATER IS DOWN IN THE STREET, SO IT'S CHEAPER. BUT MANY PEOPLE LIVE IN HOUSES. DON'T EVEN KNOW. THEY HAVE NO IDEA WHERE THEIR GUTTERS ARE CONNECTED. THEY DIDN'T DO IT. AND SO WHEN WE FIND THAT, WE JUST HAVE THEM CHANGE IT. SO WHAT THIS IS, IS A KIND OF A CODIFICATION OF A SYSTEM IN WHICH, WHEN, WHEN A HOUSE CHANGES OWNERS, THAT A PLUMBER HAS TO CERTIFY THAT THE LATERAL EVERYTHING IS PROPERLY CONNECTED, THE STORMWATER IS GOING WHERE IT SHOULD, SANITARY WATER IS GOING WHERE IT SHOULD, AND THE LATERAL IS IS WORKING PROPERLY AND THAT THERE'S NO ILLEGAL PUMPS AND THINGS LIKE THAT. THIS IS SOMETHING THAT PEOPLE HAVE BEEN CALLING FOR FOR A DECADE ALL OVER THE PLACE. AND THE GOAL IS TO GET TO THE POINT WHERE AS, AS A COUNTY, WHITE PLAINS. WE ARE IN TWO SEWER DISTRICTS. WHEN YOU'RE MAYOR FOR 15 YEARS, IT'S THE KIND OF STUFF THAT'S IN YOUR HEAD. I JUST WANT TO GIVE YOU A HEADS UP, BUT WE HAVE TWO CITIES. THERE ARE ALWAYS A FEW WHO ARE JUST PLAIN IDEOLOGICALLY OPPOSED. SADLY, WE SAW SOMETHING SEVERAL YEARS AGO HERE IN WHITE PLAINS WITH THE ILL INFORMED FORCED NARRATIVES WERE PUT FORWARD AGAINST A PROPOSED GROUP HOME FOR DEVELOPMENTALLY DISABLED ADULTS IN WHITE PLAINS. EVEN MORE SADLY, SIX MEMBERS OF THIS COUNCIL AT THE TIME IN 2017 CHOSE TO VOTE WITH THE OPPONENTS. I CAN ONLY ASSUME FOR REASONS OF POLITICAL EXPEDIENCY. AND IT WAS APPROVED IN 2019 UNDER THAT SPECIAL PERMIT ESTABLISHED BY THAT ZONING AMENDMENT, SO THAT A 21 UNIT MULTIFAMILY RENTAL APARTMENT COULD BE DEVELOPED HERE. AND, UM, IT WAS THAT THAT APPROVAL WAS EXTENDED YEAR TO YEAR TO YEAR UNTIL 2024, WHEN IT LAPSED AND A NEW OWNER HAD BOUGHT IT JUST BEFORE. AND I GUESS SOMETHING JUST DROPPED IN THE MIDST. AND WE'RE BACK NOW, UNABLE TO ACTUALLY EXTEND THAT PRIOR APPROVAL, BUT WITH NO CHANGES TO WHAT HAD BEEN PREVIOUSLY APPROVED, THERE HAS BEEN WORK DONE ON THE SITE TO MAKE IT READY TO BE CONSTRUCTED.
