AUTHORIZES THE TRANSFER OF FUNDS FROM THE RESERVE FOR FINANCING AND AMENDING THE FISCAL YEAR 2025 2026.

GENERAL FUND AND PUBLIC SAFETY GRANT TO REFLECT THE CITY'S CONTRIBUTION TO A GRANT FROM THE FEDERAL GOVERNMENT FOR FIREFIGHTER TRAINING.

ITEMS 21 AND 22 AUTHORIZES THE EXECUTION OF AN AGREEMENT WITH THE COUNTY OF WESTCHESTER TO PROVIDE GRANT FUNDING FOR A STOP DWI PROGRAM.

THIS IS SOMETHING THAT I'M VERY PROUD THAT WE PARTICIPATE, AND WE WORK WITH THE COUNTY ON THE STOP DWI PROGRAM.

DWI IS A VERY SERIOUS THING, AND WE ALL NEED TO WORK TO STOP IT.

AS I'VE SAID BEFORE, HERE I HAVE A COLLEAGUE WHO WAS HIT BY A DRUNK DRIVER AND HIS WIFE WAS KILLED AND HE WAS HOSPITALIZED.

SO ANYTHING WE CAN DO TO COOPERATE WITH THE COUNTY AND TO PARTICIPATE IN STOPPING THIS TERRIBLE THING OF DRIVING DRUNK IS REALLY A CREDIT TO OUR CITY, AND I'M PLEASED THAT WE PARTICIPATE, HELP, AND I'M GLAD THAT WE'RE DOING THIS.

I WAS SO PLEASED TO READ THE COOPERATION BETWEEN THE COUNTY AND OUR PUBLIC SAFETY DEPARTMENT.

UM, AS COUNCILMEMBER NASH STATED, UH, DWI IS A SERIOUS PLAGUE.

AND IF WE CAN EVEN STOP ONE OFFENDER FROM DRIVING WHILE INTOXICATED, THESE DOLLARS ARE WORTH IT.

AND I'M SO GLAD THAT OUR DEPARTMENT WORKS HAND IN HAND WITH THE COUNTY TO RUN THIS OPERATION.

PUTTING MANPOWER ON THE STREETS FOR PROGRAMS LIKE THIS IS EXPENSIVE, AND THESE DOLLARS GO TO GOOD USE IN SAVING LIVES, AND THAT'S WHAT'S MOST IMPORTANT.

ITEMS 23 AND 24 AUTHORIZES THE EXECUTION OF AN AGREEMENT BETWEEN THE CITY OF WHITE PLAINS AND THE NEW YORK KNICKS, LLC FOR PARTICIPATION BY THE CITY AND THE JUNIOR NIX AFFILIATE PROGRAM.

AND I THINK THE KNICKS GAME ACTUALLY JUST BEGAN TONIGHT.

BUT AS THE CHAIR OF THE RECREATION AND PARKS COMMITTEE, I WANTED TO JUST BRING MENTION TO THE LITTLE KNICKS PROGRAM.

IT'S A GREAT OPPORTUNITY FOR OUR YOUTH WHEN WE'RE TALKING ABOUT OPPORTUNITIES IN OUR COMMUNITY, FOR OUR YOUTH TO BE INVOLVED AND TO BE ENGAGED AND TO SOCIALIZE AND TO LEARN.

THIS IS A GREAT EXAMPLE OF IT.

WHAT I'VE LOVED THE PAST FEW YEARS AS A PARENT OF SOMEONE WHO HAS PARTICIPATED IN THIS PROGRAM IS WE'VE ALSO SEEN LONGTIME KNICKS PLAYERS COME BACK AND ACTUALLY GIVE OF THEIR TIME, VOLUNTEER WITH THE WITH THE JUNIOR KNICKS.

AND THAT'S ALWAYS A WONDERFUL TIME AS WELL.

AND IT'S A GREAT LEARNING EXPERIENCE AND PROGRAM.

AND I'M PROUD TO SAY THAT OUR OUR COMMUNITY IS STRONGER FOR IT.

AND IT'S JUST ANOTHER WONDERFUL OPPORTUNITY FOR OUR YOUTH.

COUNCILWOMAN PUJA YES, MSG HAS BEEN VERY HAS BEEN GENEROUS WITH OUR CITY IN TERMS OF KNICKS PROGRAMS AS WELL AS RANGERS PROGRAMS. AND I KNOW OBVIOUSLY THE KIDS GET VERY EXCITED WHEN THEY'RE PARTICIPATING WITH REAL NBA PLAYERS AND FORMER PLAYERS.

AND IT'S JUST IT'S A GREAT EXPERIENCE TO BE THERE FOR THOSE PROGRAMS. ITEMS 25 AND 26 AUTHORIZES A GRANT FROM THE COUNTY OF WESTCHESTER TO FUND THE YOUTH BUREAU'S YOUTH EMPLOYMENT SERVICES PROGRAM.

THIS OFFERS EMPLOYMENT OPPORTUNITIES TO OUR CHILDREN, AND WE SHOULD ALL BE GRATEFUL THAT OUR CITY MAKES SURE TO GIVE EMPLOYMENT AND OPPORTUNITIES AND INTERNSHIPS TO OUR KIDS SO THAT THEY ARE MADE PRODUCTIVE MEMBERS OF SOCIETY.

COUNCILMAN BRASH ITEMS 27 AND 28 AUTHORIZES A GRANT WITH THE COLLEGE OF WESTCHESTER IN CONNECTION WITH THE YOUTH BUREAU'S PROJECT DIGITAL JUMPSTART PROGRAM.

ITEMS 29 AND 30 AUTHORIZES A GRANT FROM THE NEW YORK STATE OFFICE OF CHILDREN AND FAMILY SERVICES FOR THE GRANDPA'S UNITED PROGRAM.

ITEMS 31 AND 32 AUTHORIZES A GRANT FROM THE SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION TO FUND SERVICES TO PREVENT AND REDUCE ALCOHOL ABUSE AMONG YOUTH.

OH, I WAS JUST GOING TO SPEAK ABOUT THE 30 ITEM 31, WHICH IS THIS CURRENT ONE, WHICH IS TO REDUCE ALCOHOL USE AMONGST TEENS AND ADULTS.

AGAIN, THIS IS ANOTHER INCREDIBLE PROGRAM IN OUR CITY.

WE SPENT TIME, ENERGY AND MONEY TO MAKE SURE THAT OUR CHILDREN ARE LEARNED, ARE LEARNING TO REDUCE ALCOHOL USE, TO PREVENT ALCOHOL USE AND THE DANGERS OF IT.

WE ALL KNOW HOW DANGEROUS ALCOHOL CAN BE, AS I WAS JUST SPEAKING BEFORE ABOUT DRUNK DRIVING, SO I THINK WE'RE ALL QUITE PROUD TO SUPPORT THIS.

IT'S ANOTHER EXAMPLE OF HOW WE'RE TRYING TO RAISE GOOD KIDS IN OUR CITY, PUTTING TIME AND ENERGY SO THAT WE NURTURE THEM TO BE THE BEST PEOPLE THEY CAN BE, AND PRODUCTIVE MEMBERS OF OUR SOCIETY, AND WE'RE ALL VERY PROUD OF THAT.

AGAIN, I'LL REITERATE COUNCILMAN BRADSHAW'S SENTIMENTS.

IN A FORMER LIFE, I SPENT TEN YEARS WORKING AT A TREATMENT FACILITY NOT FAR FROM HERE THAT HAD A, UM, ADOLESCENT UNIT.

AND, UH, THESE WERE THIS UNIT WAS A SPECIALTY UNIT THAT TREATED YOUNG CHILDREN AS YOUNG AS EIGHT YEARS OLD.

AND THE THINGS THAT I SAW WERE TROUBLING. AND ANY DOLLARS WE CAN SPEND TOWARDS, UM, ASSISTING PROGRAMS THAT WILL FOCUS ON YOUTH AND ALCOHOL PREVENTION IN YOUTH IS IS A WIN FOR OUR CITY.

AND I KNOW THE YOUTH BUREAU IS IS HARD AT WORK, AT HELPING OUR YOUTH WITH A VARIETY OF, UH, OF PROGRAMS THAT WILL ENHANCE THEIR LIVES.

AND IF WE CAN HELP THEM TO PREVENT ALCOHOL USE AND ABUSE.

UH, YOU KNOW, WE NEED ALL HANDS ON DECK FOR THAT.

SO, AGAIN, THIS IS SOMETHING I CERTAINLY SUPPORT.

AND I'M HAPPY TO SEE, UH, ON OUR AGENDA THIS EVENING.

OUR YOUTH BUREAU IS A GEM IN THE COMMUNITY AS WELL, AND WE'RE SO LUCKY THAT WE HAVE PROGRAMS LIKE THIS BECAUSE IT DOES TAKE A VILLAGE, ESPECIALLY, UM, RAISING OUR YOUTH.

IN TODAY'S WORLD WHERE THERE IS SO MUCH PRESSURE, IT'S WONDERFUL THAT WE HAVE OPPORTUNITIES WHERE WHETHER THEY'RE IN SCHOOL WITH THEIR EDUCATORS, WHETHER THEY'RE AT HOME WITH CARETAKERS, OR IN EXTRACURRICULAR ACTIVITIES, THAT THEY'RE LEARNING HOW TO STAY SAFE AND TO BE SMART AND TO MAKE BETTER DECISIONS.

I ALSO WANTED TO SPEAK ON THIS PARTICULAR POINT REGARDING MENTAL HEALTH.

UM, WHEN I GOT ON THE COUNCIL, I HAD MET WITH THE ADMINISTRATION COLLEAGUES ABOUT PUTTING OUT MENTAL HEALTH RESOURCE INFORMATION ON OUR CITY WEBSITE, AND I WAS GLAD TO SAY THAT WE WERE ABLE TO GET THAT DONE.

AND THAT RANGES FROM CHILD TO FAMILIES TO SENIORS.

UM, AND THAT IS ON OUR CITY OF WHITE PLAINS WEBSITE.

WHAT WE TRIED TO DO IS HAVE A ONE STOP SHOP SO THAT WE CAN BREAK THE STIGMAS RELATED TO MENTAL HEALTH AND MENTAL HEALTH SUPPORT SERVICES, AND A PLACE, A LANDING PAGE WHERE SOMEONE CAN GO TO AND FIND WHAT THEY NEED.

AND SO WITH THAT, MAKING SURE THAT OUR CITY IS PRIORITIZING THE MENTAL HEALTH OF ITS RESIDENTS AND ITS EMPLOYEES AND COMMUNITY, WE'RE STRONGER COMMUNITY FOR IT.

THIS MEANS OUTSIDE AGENCIES, NOT WHITE PLAINS TAXPAYERS, ARE OFFERING UP MONEY TO HELP WHITE PLAINS PROVIDE SERVICES TO OUR KIDS.

PROTECTING OUR KIDS IS TOP PRIORITY IN THIS CITY.

I'M REALLY, REALLY PROUD OF THE YOUTH BUREAU, AND IF YOU'RE WATCHING AT HOME OR HERE, I URGE YOU TO GET INVOLVED WITH THE YOUTH BUREAU.

AND IT'S JUST NICE TO KNOW THAT RIGHT TO THE END, SHE LEFT THIS MONEY TO HELP YOUNG PEOPLE IN OUR COMMUNITY.

AND, YOU KNOW, WITH ALL THE NEGATIVITY AROUND AND ALL THE KIND OF SOMETIMES MEANNESS THAT YOU SEE, THERE'S THESE GREAT PEOPLE THAT ARE OUT THERE AND WE NEED TO JUST RECOGNIZE THEM.

BY DELETING, ADDING, AND REALLOCATING CERTAIN POSITIONS, ITEMS 37 AND 38 AUTHORIZES THE CITY TO RECEIVE A GRANT FROM CONSOLIDATED EDISON OF NEW YORK FOR ELECTRIC VEHICLE CHARGING INFRASTRUCTURE.

AS EVERYONE KNOWS, WE BELIEVE THAT BECOMING A MORE SUSTAINABLE CITY IS VERY IMPORTANT AND REDUCING GREENHOUSE GASES IS VERY IMPORTANT.

AND ANYTHING WE CAN DO ALONG THOSE LINES, WE SHOULD BE DOING AND WE ARE DOING, WE'RE GOING TO ACCEPT A GRANT SO THAT WE CAN GET SOMETHING THAT WE DON'T HAVE A MEDIUM TO HEAVY DUTY, UM, ELECTRIC CHARGING INFRASTRUCTURE.

SO THIS IS GOING TO ENABLE US TO MAKE MORE VEHICLES THAT ARE CHARGED AND MORE ELECTRICAL ELECTRIC VEHICLES, AND THAT WILL HOPEFULLY REDUCE GREENHOUSE GAS, REDUCE CLIMATE CHANGE.

AND WE'RE TRYING TO DO OUR PART TO MAKE OUR CITY A SUSTAINABLE CITY.

AND AS PART OF THAT, WE'RE GOING TO BE HAVING A SPIRIT OF THE WORLD CUP RIGHT IN OUR WHITE, RIGHT IN OUR CITY WITH PARTICIPATING WITH THE BID OFFERING MASSIVE SCREENS, LIVE ENTERTAINMENT AND INTERACTIVE CHALLENGES RIGHT IN OUR DOWNTOWN WITH A GREAT ATMOSPHERE WITH DIVERSE CULTURES CAN UNITE TO CELEBRATE THIS BEAUTIFUL GAME.

I AM A HUGE PROPONENT OF WORKFORCE HOUSING.

I THINK THAT WE DEFINITELY NEED MORE IN OUR COMMUNITY.

UM, WHAT I AM AGAINST OUR CHARTER SCHOOLS AND I, MANY OF US HAD HEARD FROM PEOPLE IN THE COMMUNITY ABOUT THE TEACHERS VILLAGE MISSION BECAUSE AT THEIR NEWARK DESTINATION, THERE ARE THERE ARE SIX BUILDINGS, THREE OF WHICH I BELIEVE ARE CHARTER SCHOOLS.

I WANT TO MAKE MAKE KNOWN ON THE RECORD HERE TODAY AS WELL, THAT THERE IS NO CHARTER SCHOOL IN SIGHT FOR NOW OR FOR THE FUTURE HERE IN WHITE PLAINS.

SO I'M HAPPY TO SUPPORT SOMETHING LIKE THIS AND MAKE SURE THAT WE, UM, THAT WE AS A COMMUNITY, MAKE SURE THAT WE DON'T ALLOW CHARTER SCHOOLS IN OUR IN OUR CITY NOW OR EVER.

I WANTED TO BEFORE THE PUBLIC GETS AN OPPORTUNITY TO SPEAK THIS EVENING, I WANTED TO FOLLOW UP WITH MY COMMUNICATION AND THE RECOMMENDED AMENDMENTS TO THE TD TWO ZONING PETITION SUBMITTED BY THE APPLICANT REGARDING THE REDEVELOPMENT OF THE GALLERIA MALL, AS WELL AS CERTAIN CITY OWNED PROPERTY.

SO A LITTLE CONTEXT.

EVEN AFTER THE LAST MONDAY'S MEETING, I'D HEARD FROM SOME FOLKS AND SOME INFORMATION ABOUT SORT OF THE THE HISTORY AND HOW THIS CAME ABOUT.

SO I WANTED TO GIVE A BRIEF OVERVIEW.

UM, IT'S BEEN OVER FOUR YEARS BETWEEN THE CITY'S ADOPTION OF THE ONE WHITE PLAINS COMPREHENSIVE PLAN IN TERMS OF PUBLIC OUTREACH OPPORTUNITIES.

UM, A LOT OF IT AROUND THE DEVELOPMENT OF DOWNTOWN, PARTICULARLY WHAT IS THE MOST IMPORTANT SITE IN THE CITY, WHICH IS, OF COURSE, THE FORMER GALLERIA MALL.

AND THEN I'LL NOTE IN A SECOND, THE LAST TWO YEARS, THE ENVIRONMENTAL REVIEW UNDER SEAC OR THE STATE ENVIRONMENTAL WATER REVIEW ACT, AND SORT OF THE PUBLIC OUTREACH AS WELL THERE AND PUBLIC OPPORTUNITY FOR COMMENT.

AND THEN THREE, WE ARE AGAIN AT THIS ADJOURNS PUBLIC HEARING THAT STARTED BACK IN EARLY 2025, JANUARY AND FEBRUARY.

AND THIS IS A CONTINUATION OF THAT PUBLIC HEARING UNDER THE CITY ZONING CODE, IN WHICH CASE THE PUBLIC CAN BE HEARD.

SO QUICK COMMERCIAL.

I TALKED ABOUT THIS AT LENGTH.

I WON'T GO INTO AS MUCH DETAIL THIS EVENING.

YOU KNOW, LAST WEEK'S WORK SESSION, BUT THIS IS A COMMERCIAL FOR THE CITY'S RECENTLY ADOPTED ONE WHITE PLAINS COMPREHENSIVE PLAN.

WE'RE REALLY PROUD OF THIS REALLY CONCISELY.

PUT 2 TO 3 YEARS WORTH OF WORK AND PUBLIC VISIONING INTO A SINGLE DOCUMENT THAT CAN BE ACCESSED FROM THE PALM OF YOUR HAND.

SO I DID WANT TO HIT ON THE THREE MAJOR INITIATIVES IN THAT COMPREHENSIVE PLAN THAT RELATE TO THE GALLERIA SITE.

WHY THIS IS SO CRITICAL IS BECAUSE UNDER NEW YORK STATE LAW, WHENEVER WE DO CHANGE THE CITY'S ZONING CODE, IT NEEDS TO BE IN LINE OR CONSISTENT WITH THE CITY'S ADOPTED COMPREHENSIVE PLAN.

SO AGAIN, I THOUGHT IT'D BE GOOD JUST TO SET THE STAGE AND VERY SPECIFICALLY HIT THESE THREE ITEMS IN THE COMPREHENSIVE PLAN THAT RELATE TO THE GALLERIA SITE OR THE FORMER GALLERIA SITE.

THE BIGGEST ONE IS IN LIVE WHITE PLAINS TEN.

REALLY TALKING ABOUT REDEVELOPING THIS INTO A WORLD CLASS MIXED USE DEVELOPMENT.

WE DID HEAR A LOT THROUGHOUT THE PUBLIC PLANNING PROCESS ABOUT THE NEED FOR ADDITIONAL AFFORDABLE HOUSING, OPEN SPACE, ENTERTAINMENT AND THE LIKE, AND REALLY TRYING TO GET A CENTRAL CITY GREEN OR PARK IN THE HEART OF OUR DOWNTOWN.

UM, THERE'S ALSO VERY SPECIFIC RECOMMENDATIONS IN THE PLAN ABOUT A DENSITY BONUS.

SO AS WE LOOK TO CHANGE THE LAND USE REGULATIONS THAT PERMIT DEVELOPMENT ON THE SITE, HOW CAN THE CITY REALLY MONETIZE THAT AS A PUBLIC BENEFIT? SORT OF A DENSITY BONUS MENU WE'LL GET INTO AS PROPOSED IN A MOMENT.

THERE WAS QUITE A BIT OF DISCUSSION THROUGHOUT THE COMPREHENSIVE PLAN AND THE PUBLIC OUTREACH ABOUT THE NEED FOR ADDITIONAL PARKS IN THE HEART OF OUR AND THE CORE OF OUR DOWNTOWN, AND VERY SPECIFICALLY THIS NEED FOR A CENTRAL GREEN OR CENTRAL PARK, UH, REALLY SIGNATURE PLACE REALLY IDENTIFIED MOST SUCCESSFULLY, WE BELIEVE, ON COURT STREET AND MAIN STREET, RIGHT ACROSS FROM THE CITY'S EXISTING RENAISSANCE PLAZA, AS WELL AS THE COURT STREET, YOU KNOW, AREA WHERE WE HOLD MANY EVENTS THE CITY, THE BID FARMERS MARKET, ETC.

SO THIS WAS DEFINITELY CALLED OUT VERY SPECIFICALLY AS WE LOOK TO REZONE AND CHANGE LAWS TO ENHANCE OUR DOWNTOWN, INCENTIVIZE THIS SORT OF DEVELOPMENT.

AND THE THIRD ONE I WON'T BELABOR HERE, BUT THIS ONE WAS REALLY TALKING ABOUT THE STREETSCAPE.

I KNOW THE MAYOR DOES A GREAT TALK ABOUT, YOU KNOW, THE GREAT WALL OF GALLERIA AS YOU WALK FROM THE TRAIN STATION TO THE HEART AND THE CORE OF OUR DOWNTOWN AT MAMARONECK AND MAIN, HOW THIS IS, YOU KNOW, A QUITE A BIG MULTI BLOCK WALL THAT DOES NOT ENGAGE THE PEDESTRIAN, DOES NOT INCREASE KIND OF THE PEDESTRIAN EXPERIENCE.

AND ARE THERE WAYS OBVIOUSLY THROUGH REDEVELOPMENT WE CAN KIND OF GET BACK AND RE KNITTING THE URBAN FABRIC THAT WE SORT OF LOST IN SOME REGARDS DURING THE URBAN RENEWAL ERA OF THE CITY.

SO THOSE THREE VERY SPECIFIC INITIATIVES I WANTED TO CALL OUT AND I WANTED TO REALLY, YOU KNOW, DRAW THROUGH LINE AND PROPOSED ZONING CHANGES I'M MAKING THIS EVENING HOW WE CAN REALLY MAKE SURE THAT WHATEVER WE DO AS A CITY CAN ENHANCE AND EFFECTUATE THESE PARTICULAR RECOMMENDATIONS.

THIS IS THE FAMOUS CHART I PUT THIS UP FOR MR. CALLAHAN, WHO HATES THIS CHART, BUT I TOLD HIM I WAS GOING TO DO IT ONE LAST TIME BACK IN 2010.

I HEAR THE GROANS BEHIND ME ARE LITERALLY OVER TWO YEARS AGO.

THIS IS KIND OF SETTING THE STAGE OF THE ENVIRONMENTAL REVIEW THAT WE DID HAVE TO CONDUCT AS LEAD AGENCY, THE COMMON COUNCIL HERE, FOR THE PURPOSES OF ANALYZING ANY POTENTIAL SIGNIFICANT ADVERSE IMPACTS THAT A PARTICULAR REZONING AND ULTIMATE REDEVELOPMENT OF THE SITE WOULD HAVE.

AND SO THIS IS I WON'T GO THROUGH ALL OF THEM, ONLY TO SAY THAT MOST RECENT COUNCIL ACTION IN SEPTEMBER OF THIS YEAR, UM, THE COUNCIL DID ADOPT FINDINGS BASICALLY MAKING THE CASE THAT WHATEVER RECOMMENDED MITIGATION MEASURES WE HAD IN THE ENVIRONMENTAL IMPACT STATEMENTS WOULD ENSURE THAT A LOT OF THE SIGNIFICANT ADVERSE IMPACTS, OR ALL OF THEM, FRANKLY, WOULD BE MITIGATED TO THE MAXIMUM EXTENT PRACTICABLE.

AND HERE WE ARE THIS EVENING, ONCE WE CONCLUDED THE SECRET ENVIRONMENTAL REVIEW.

WE STILL HAVE THIS.

WE STILL HAVE THIS ZONING PUBLIC HEARING, WHICH IS WHAT WE'RE AT THIS EVENING.

ONCE THIS HEARING IS CLOSED, THE COUNCIL DOES HAVE THE ABILITY THEN TO TAKE ACTION ON THE ZONING THAT'S BEEN PROPOSED TO BE CHANGED IN FRONT OF YOU THIS EVENING.

AND THEN AND ONLY THEN, AS I'VE ALWAYS SAID, ONCE THE ZONING, ANY ZONING IS ADOPTED, THE APPLICANT WOULD HAVE TO COME BACK WITH A VERY SPECIFIC SITE PLAN THAT HAS A LOT MORE DETAIL BEYOND THE CONCEPTUAL DEVELOPMENT PLAN THAT'S BEEN ANALYZED.

SO THAT CONCEPTUAL DEVELOPMENT PLAN, OR CDP, WAS THE SUBJECT OF THE LAST TWO YEARS OF ENVIRONMENTAL REVIEW.

THIS IS THE MODIFIED FINAL ENVIRONMENTAL IMPACT STATEMENT.

CONCEPTUAL DEVELOPMENT PLAN, THE BASIS OF WHICH WAS YOUR FINDING ON SEPTEMBER 2ND FROM THE ENVIRONMENTAL PERSPECTIVE.

IT CONSISTS OF, AS YOU SEE HERE, SEVEN TOWERS, FOUR LARGE TOWERS AND TWO SMALL ONES ON MARTIN ARE RELATIVELY SHORT.

BUT THIS IS JUST TO GIVE YOU AN ILLUSTRATION OF WHAT WE'RE LOOKING AT FROM A CONCEPTUAL PERSPECTIVE.

AND THIS IS LOOKING FROM MARTIN AVENUE NORTH, THE THE LIBRARIES AND THE FOREGROUND AND THE PUBLIC SAFETY BUILDING.

BUT THAT WOULD KIND OF GIVE YOU A PERSPECTIVE OF THOSE TWO LOWER RISE ON MARTIN AND THEN THE OTHER LARGER BUILDINGS, APPROXIMATELY 3000 DWELLING UNITS, OVER 3000 PARKING SPACES AND ALMOST 100,000FT OF COMMERCIAL RETAIL SPACE BEING PROPOSED WITHIN THAT CONCEPTUAL DEVELOPMENT PLAN.

SO TO WHAT I'M PROPOSING, AND SPEAKING VERY SPECIFICALLY TO COMMUNICATION, THAT WAS OUT BOTH FOR THE MEETING ON THE 27TH AND AGAIN FOR THIS COUNCIL MEETING AND PUBLIC HEARING THIS EVENING.

THE CITY'S PLANNING DEPARTMENT HAS REALLY DUG IN AND AND WORK TO ESTABLISH WE THINK 4 OR 5 MAJOR FOUR AND A HALF MAJOR CHANGES.

ONE IS REALLY TWO ABOUT HOW WE THINK WE CAN CHANGE WHAT'S BEEN PROPOSED BY THE APPLICANT TO REALLY BRING THE ZONING IN LINE WITH THE COMPREHENSIVE PLAN VISION WE ESTABLISHED LAST YEAR WAS OR IS FOR THE SITE.

THE FIRST IS REALLY INCREASING THE REQUIRED LAND ENABLE TO HAVE SORT OF DEVELOPMENT IN THIS NEW TRANSIT DISTRICT TWO ZONING DISTRICT, AND THAT IS TO INCREASE THE ORIGINAL APPLICANT'S 300,000 SQUARE FOOT LOT AREA MINIMUM, UP TO 400,000FT, WHICH IS ESSENTIALLY AKIN TO ALMOST TEN ACRES, A LITTLE BIT LESS THAN TEN ACRES.

SECONDLY, TO ENSURE THAT A LOT OF THE GREAT GREEN SPACE WE SAW AND WE HAVE CONTINUOUSLY SEEN THROUGHOUT THE CONCEPTUAL DEVELOPMENT AND PLANNING PROCESS IS ACTUALLY REQUIRED, WE WANT TO ALSO INCREASE THAT USABLE OPEN SPACE REQUIREMENT THROUGH THE CITY ZONING CODE THAT WE HAVE ON THE BOOKS AS APPLIED TO THIS NEW DISTRICT FROM 30% UP TO 40% OF THE SITE.

RELATIVE TO BUILDING HEIGHT, THIS PROJECT AND CONCEPT DID CHANGE OVER THE TWO YEARS.

FRANKLY, THAT'S THE WHOLE PURPOSE OF SEEKER, RIGHT? JUST TO HEAR FROM THE PUBLIC AND LOOK AT SORT OF DIFFERENT ITERATIONS OF PARTICULAR CONCEPTS AS IT RELATES TO A POTENTIAL REZONING.

AND SO WHAT WAS FOUND HERE IS REALLY A RECOGNITION THAT THERE'S GREAT, GREAT VALUE IN AT GRADE, PUBLICLY ACCESSIBLE OPEN SPACE.

SO AS THE ITERATIONS OF THE CONCEPTUAL DEVELOPMENT PLAN CHANGED OVER THE YEARS, UM, THERE'S A NEED TO KIND OF CORRECT SORT OF THE MAXIMUM BUILDING HEIGHT, AND IT'S SPLIT INTO KIND OF TWO COHORTS.

ONE IS AS YOU GET CLOSE TO COURT STREET, INCREASING UP TO 420FT.

AND THEN THE THE FORMER SEARS BLOCK, UH, AS IDENTIFIED IN THE TRANSIT DISTRICT PLAN THE CITY ADOPTED YEARS AGO, HAD REALLY TALKED ABOUT HEIGHTS OF UP TO 450FT CLOSER TO THE TRAIN STATION ON THE SEARS BLOCK.

AND THAT'S ALL TIED TO A VERY SPECIFIC DISTANCE FROM THE METRO-NORTH PLATFORM, SO THAT 30 FOOT DIFFERENCE IS REALLY BREAKING THE MACY'S AND THE SEARS BLOCK.

ACCORDINGLY, WHAT I WILL SAY FOR FOLKS THAT HAVE BEEN CONCERNED THROUGHOUT THE PROCESS OF HEIGHT OF THE BUILDINGS, I WILL NOTE THAT THE ENTIRE CB4 ZONING, ALL THE ZONING AROUND THE SITE ALREADY OF THIS SCALE OF THIS SIZE LOT DOES PERMIT HEIGHTS AT THAT.

SO IT'S RIGHT IN LINE WITH THE CITY'S CORE DOWNTOWN BUILDING HEIGHT REQUIREMENTS.

NUMBER THREE, WE HEARD A LOT, AS I SAID, IN THE COMP PLAN PROCESS, ABOUT THE NEED TO REALLY HAVE THE SIGNATURE PUBLIC SPACE.

AND WHILE THE CONCEPTUAL DEVELOPMENT PLAN THAT'S BEEN PRESENTED FOR THE LAST TWO YEARS TO THE CITY BY THE APPLICANT HAS ALWAYS SHOWN A LARGE PUBLIC, CONTIGUOUS OPEN SPACE AT THE CORNER OF COURT STREET IN MAIN.

WE WANTED TO MAKE SURE THAT WHATEVER FUTURE DEVELOPMENT WE HAVE AS A CITY ENSURES AS A MINIMUM OF 30,000FT OF, WITH A MINIMUM DIMENSION OF NO LESS THAN 160FT, WITH ALL SORTS OF GREAT PROGRAMMING AND ACTIVITIES THAT IS PUBLICLY ACCESSIBLE AT THAT CORNER.

SO THAT WAS SOMETHING WE DEFINITELY WANTED TO TO PUT FORTH.

AND THIS IS KIND OF AN ILLUSTRATION OF WHAT THAT WOULD LOOK LIKE.

AND TO CLOSE, UM, PROBABLY THE BIGGEST CHANGE THAT WE'RE RECOMMENDING, UH, IS AND THIS IS RIGHT OUT OF THE COMPREHENSIVE PLAN IN THE LIVE WHITE PLAINS TEN INITIATIVE, THIS DENSITY BONUS IDEA, UH, NOT TO GET TOO WONKY INTO SORT OF THE ZONING PARLANCE, BUT BASICALLY THE APPLICANT SUBMITTED A ZONING PETITION TO THE CITY THAT SAID THAT BASICALLY A CERTAIN LEVEL OF DEVELOPMENT, A FLOOR AREA RATIO, THE RATIO BETWEEN THE AMOUNT YOU CAN BUILD AND THE SIZE OF THE LOT SHOULD BE 7.5, WHICH WOULD BE THE BIGGEST IN THE CITY.

AND WE'RE PROPOSING TO REDUCE THAT AND THEN HAVE A BONUS MECHANISM TO KIND OF CAPTURE THAT INCREMENTAL DENSITY BEYOND WHAT'S CUSTOMARY IN OUR CORE DOWNTOWN.

AND IMPORTANTLY, WE'VE GOTTEN THIS QUESTION AS WELL.

ANY OF THAT BONUS EXTRA FLOOR AREA IN EXCHANGE FOR THESE PUBLIC BENEFITS WOULD NEED TO BE CONTEMPORANEOUS IN A PHASE PROJECT.

SO YOU'RE OBVIOUSLY NOT GOING TO GET THE BENEFIT OF THAT ADDITIONAL FLOOR AREA UNTIL WHICH TIME THOSE PUBLIC BENEFITS ARE CONFERRED, AND THAT CAN APPLY TO FUTURE PHASES AS WELL.

SO THIS WAS THE MENU I TALKED ABOUT AND WHAT'S BEEN PROPOSED IN THE COUNCIL PACKET.

THERE WOULD BE THREE SPECIFIC KIND OF MENU ITEMS THAT WOULD GIVE YOU ADDITIONAL FLOOR AREA RATIO IF ACHIEVED.

THE FIRST IS THAT ADDITIONAL AFFORDABLE HOUSING, WHICH TOTALS 25% THROUGHOUT THE ENTIRE SITE AND THE ENTIRE DEVELOPMENT PROGRAM.

THE SECOND IS THE PROVISION OF A 80,000 AT GRADE, PUBLICLY ACCESSIBLE OPEN SPACE, WHICH WAS CLEARLY TIED TO THE PLAY WHITE PLAINS.

AND THEN THE LARGEST AREA RATIO BONUS PROPOSED HERE WOULD BE THE CREATION OF MUNICIPAL ENTERTAINMENT OR EVENT SPACE TO BE DEEDED TO THE CITY OF AT LEAST 20,000FT, AND THAT WOULD BE WITHIN THE DEVELOPMENT.

SO THESE ARE THE THREE THAT COMPLETELY ALIGN WITH THE TEXT OF THE COMPREHENSIVE PLAN TO ENSURE THAT THE PUBLIC IS GETTING A REQUISITE BENEFIT.

FIRST, THE CURRENT MULTIPLE ONGOING NEGOTIATIONS BETWEEN THE GALLERY AND DEVELOPER AND NEW YORK STATE AND THE CITY SHOULD BE CONCLUDED, SO THE AMOUNT OF ASSISTANCE IS KNOWN TO CONSTRUCT THE 810 AFFORDABLE UNITS FOR 40% TO 60% AMI HOUSEHOLDS.

02,727% OF THE GALLERY OF 3001 APARTMENTS IN THE CURRENT FINAL ENVIRONMENTAL IMPACT STATEMENT PASSED BY THE COMMON COUNCIL ON PASSED BY THE COMMON COUNCIL IN JULY.

SECOND, NEGOTIATIONS BETWEEN THE CITY AND THE GALLERY OF DEVELOPMENT MUST BE CONCLUDED FOR THE SALE OF THE FOUR ACRE PUBLIC PARKING GARAGE.

BY CONCLUDING THESE PARKING GARAGE NEGOTIATIONS.

THE WHITE PLAINS PUBLIC WILL HAVE A COMPLETE UNDERSTANDING THAT THE CITY HAS DONE EVERYTHING IN ITS POWER TO PROVIDE FOR THE BEST POSSIBLE GALLERY OF PROJECT.

THIRD, THE CITY MUST NEGOTIATE AND EXECUTE A TERM SHEET WITH THE GALLERY DEVELOPER.

SO THE COMMISSIONER GOMES.

EXHIBIT SEVEN HAS SUBSTANCE.

EXHIBIT SEVEN PROVIDES AND I'LL READ THIS ADDITIONAL AFFORDING HOUSING UNITS.

THE PROVISION OF PROVISION OF ADDITIONAL AFFORDABLE UNITS EXCEEDING THE REQUIREMENTS ESTABLISHED AND THE WHITE PLAINS MUNICIPAL CODE, SUCH THAT THE TOTAL NUMBER OF AFFORDABLE UNITS IS NOT LESS THAN 25% OF THE TOTAL UNITS WITH THE PROJECT.

THE AMENDMENT MUST BE SUPPORTED BE SUPPORTED BY PROVIDING ASSURANCES THAT, IN FACT, THE GALLERY AND DEVELOPER WILL ADHERE TO THE REQUIREMENT TO PROVIDE 810 AFFORDABLE UNITS FOR 46% TO 60% AMI HOUSEHOLDS HOLDS 27% OF THE 3001 APARTMENTS WITHOUT AN AFFORDABLE TERM SHEET BETWEEN THE CITY AND THE GALLERIA DEVELOPER.

THE CONSTRUCTION OF THE AFFORDABLE UNITS WILL BE SUBJECT TO REQUESTS A TO DELAY THE ENTIRE PROJECT, B FOR THE BUYOUTS OF THE AFFORDABLE UNITS, AND SEE REDUCTION OF THE PERCENTAGE OF THE AFFORDABLE UNITS.

AN EXAMPLE OF SUCH A TERM SHEET THE CITY SHOULD CONSIDER IS INCORPORATED IN A LETTER DATED JULY 5TH, 2025, SENT TO THE MAYOR AND MAYOR AND COMMON COUNCIL MEMBERS.

THE HISTORY OF THE CITY, OPERATING WITHOUT SUCH A TERM SHEET CONFIRMS THAT SUCH PROBLEMS WILL ARISE TO DEFEAT THE EFFORT TO REQUIRE THE GALLERY OF DEVELOPER TO PROVIDE 27% AFFORDABLE UNITS ON A TIMELY BASIS.

FOR EXAMPLE, LACKING SUCH A TERM SHEET HAS RESULTED IN EGREGIOUS DELAYS OF THE $500 MILLION DOLLAR 800 APARTMENT IN WESTCHESTER BUILDINGS.

66 SOUTH BROADWAY PROJECT LEAVING AN ENORMOUS HOLE IN THE GROUND SINCE 2016 WITHOUT A TERM SHEET, THE CITY RISKS BOTH CONTINUING NEGOTIATIONS REGARDING THE NUMBER AND TIMING OF BUILDING AFFORDABLE UNITS, OR WORSE, AN 11 ACRE HOLE IN THE GROUND IN THE MIDDLE OF THE CITY.

ANOTHER REASON FOR THE COMMON COUNCIL TO ADJOURN THE PROPOSED ZONING AMENDMENT IS THAT IN TWO MONTHS, A NEW CITY ADMINISTRATION CONSISTS CONSISTING OF A NEW MAYOR AND TWO, POSSIBLY THREE NEW COMMON COUNCIL.

AND THIS IS MY SECOND MEETING REGARDING THIS PROJECT.

I'VE COME BACK BECAUSE I WAS ABSOLUTELY HORRIFIED WHEN I SAW THE SIZE AND SCALE OF THE PROJECT THE FIRST TIME, AND I DON'T KNOW THE DETAILS OF THE ZONING OR HAVE NO OTHER INTERESTS OTHER THAN AS A NEIGHBOR AND TAXPAYER IN WHITE PLAINS.

I ASKED YOU TO CONSIDER THE INFRASTRUCTURE, AS SOME OF THE PREVIOUS SPEAKERS HAVE HAVE REFERRED TO, AND THE IDEA OF 3000 APARTMENTS BEING CONSTRUCTED RIGHT IN THE MIDDLE OF WHITE PLAINS WHEN I MOVED TO THE CITY.

BANK STREET WAS UNDER CONSTRUCTION.

WE'VE HAD MANY PROJECTS ALL AROUND THE CITY CONTINUUM.

THE PARKING LOT ACROSS FROM THE TRAIN STATION IS NOW AN APARTMENT BUILDING.

THERE'S THE OLD WHITE PLAINS MALL SITE.

THAT IS ANOTHER LARGE PROJECT, AND THE IDEA OF FIVE TOWERS IS A VERY LARGE NUMBER OF PEOPLE AND CARS TO BE PUTTING RIGHT IN THE CENTER OF WHITE PLAINS.

AND NOW I TAKE THE TRAIN TO THE CITY.

SOMETIMES I USE MY CAR FOR BUSINESS, AND THE NUMBER OF PEOPLE ON THE TRAIN PLATFORM AND THE NUMBER OF SPARE SEATS HAVE REALLY CHANGED DRAMATICALLY, THAT WE CURRENTLY HAVE GRIDLOCK DURING PEAK HOURS ALL THE WAY DOWN MARTIN AVENUE, HAMILTON AND EVEN CORPUS AND BANK STREET HAVE GRIDLOCK AS PEOPLE LEAVE TO GO TO I-287 OR THE BRONX RIVER PARKWAY.

WE DON'T WANT THE CITY TO BE OVERBUILT AND OVERCROWDED.

THAT'S ONE THING THAT YOU CAN'T GET BACK.

ONCE SOMETHING LIKE THIS IS BUILT.

I'D ALSO MENTION THAT THE HOSPITALS, POLICE AND FIRE WILL HAVE AN ADDITIONAL BURDEN OF ALL OF THESE NEW APARTMENTS.

ABOUT A YEAR AGO, I HAD A BEE STING AND HAD AN ALLERGIC REACTION THAT SENT ME TO WHITE PLAINS EMERGENCY ROOM, AND AFTER WAITING QUITE A WHILE, I SAT IN A FOLDING CHAIR IN THE HALLWAY AS I WAS TREATED.

LUCKILY IT WASN'T MUCH AND THAT WAS OKAY.

BUT OUR INFRASTRUCTURE, THE HOSPITALS, THE POLICE, THE FIRE, THE HIGHWAYS ALL ARE THINGS THAT THE NEIGHBORS HAVE A LONG TERM STAKE IN.

AND I ASK YOU TO PLEASE CONSIDER THESE THINGS BEFORE APPROVING SUCH A MASSIVE PROJECT.
